how do you make Taco Bell Red Sauce?

These are the ingredients Modified Food Starch, Maltodextrin, Salt, Spices, Tomato Powder, Onion Powder, Chili Pepper, Paprika [Color], Garlic Powder, Natural And Artificial Flavor [Maltodextrin, Autolyzed Yeast Extract, Trehalose, Salt], Xanthan Gum, Autolyzed Yeast Extract, Malic Acid, Caramel Color, Extractive Of Paprika (Color), Citric Acid, With Not More Than 2% Silicon Dioxide Added As An Anti-Caking Agent.

I'd obviously skip all the weird named stuff, but I don't see the part that makes it a liquid.

Does the citric acid plus tomato powder make the sauciness of it? I would just add crushed tomato or something then?
