how do you make horse manure extract? And do you dilute it or use it

straight on the vegtable garden? I have an abundance of horse manure mixed with wood shavings from a horse farm. It has been sitting for about five years now. How do I make manure extract and do I need to dilute it before I water my vegtables with it?
 
I believe you make like a cow poo teabag out of a fabric bag or whatever, and soak it in a bucket of water for a couple of days. Give it a jiggle occasionally. That will be diluted enough to put on your veggies. (personally I prefer salt and a bit of mayo with mine... lol) Water the ground next to the veggies, not the actual leaves, I would imagine...

I would think that after 5 years it might be pretty much compost so you could use it as is. Otherwise, I make "manure tea", I just fill a bucket with half manure and half water and let it set set for a couple of days. Then I just use the water that is on the top. I don't bother to strain it. It is a great fertilizer but I tend to get more weeds because of the grass seed that was in the hay.
