how do you make colorsplash photos?

Hey Jen,
Go to Photobucket.com.
Upload your pic.
Edit.
Go to the effects tab.
Use the grayscale tool.
Advanced options.
Painted area.
Now paint the area you want black and white. Good luck.

TIP: If I just want my eyes or another small area colored, I color my eyes black & white then click invert. It saves time.
 
I always see these color splash photos everywhere and I want to make some! How do you do it? Do you need a special program or is there a website?
