How do you make a works bomb?

I need a detailed description of how to make a works bomb. From buying what stuff to making the bomb. Everytime i try to make one it doesnt work.
 
Supplies:
2 liter bottle
aluminum foil
Works toilet boil cleaner

What to do:
rip the aluminum foil into little pieces (1in about) and put them into the bottle to fill it up 1/4 to 1/3 of the bottle. Pour in works to completely cover the aluminum. Put on cap. Shake like heck. Set down. Run like heck.
