How do you make a template with a HTML code?

I want to make a Habbo fansite, but I don't know how to make the template or background or whatever you call it. I know that it uses HTML codes or CMS but I don't know how to make them. Can anyone help me? I'd really appreciate it if someone explained how to do it or supplied some websites that have step by step instructions. I've searched it up, but I can't find any. Or if anyone is willing to make me one for my site write an email to [email protected] .
