How do you load the color wheel on paint.NET?

Lol I feel really stupid asking this, but I've been looking up tutorials on how to apply makeup on paint.NET and the color wheel wouldn't show up so everything I do comes out black
Since I can't change the color ;p
But yeah do any of you know how to load the color wheel?
It'd help me VERY much (:
