How do you know if you car has an oil leak? ?

There appears to be oil around the edge of the oil tank, where the seal is.
Is this normal? and is it dangerous to drive with it like that?
I think I may have lost quite a bit of oil but not really sure. Would oil be dripping from the car?
Help "/ I drive a 1996 N reg ford fiesta.
