How do you install an operating system on a flash drive?

I have a 16GB flash drive. I have some windows 95 software that can also be run in DOS. I need directions on how to install DOS on my flash drive so that I can run DOS applications on it. My computer is a Dell Inspiron 1525 and is running Windows Vista.
