how do you get selected in the afl draft if you didnt play in the u18 state comp

and didnt go to draft camp...? i was wondering how selection process happens if participate in neither events as mentioned above and lived interstate ie. not in victoria. also what is the maximum age they allow for the yearly afl draft.
