how do you get little lines over a photo like this?

i really want to learn how to do this to photos. the only photo shopping software i have is photofiltre. is there a way to do it on that? here's a example of a picture that has it... http://s305.photobucket.com/albums/nn234/xnicolettexreedx/?action=view&current=justblends55.png NOTE: WHEN YOU OPEN THE PICTURE ON PHOTOBUCKET MAKE SURE YOU CLICK FULL SIZE ON THE UPPER LEFT HAND CORNER BECAUSE THE SIZE OF THE LINES CHANGE (i want to learn how to do the ones when the picture is in full size.) THANKSSSS! =)
