How do you get a street bike license?

I have a regular c class license and i wanna get a bike. I had a few questions though.
1. What are the actual steps you need to take to get your bike license?
2. Do you need a bike before you get the license? or is it recommended?
3. What's an average price for a used bike? like 05-07?
