how do you generate a random 8 digit number in HTML format.?

my website idea is missing this piece in order to link the address assigned to a random profile i need a random number attached as so forth: exp: )http:facebox.com/view_user/requests/friendid=)

then i need a random 8 digit number. also i need to put the whole address into a box so i can click it as a link once the number is generated. can anyone solve my dilemma?
