how do you flash a phone?

i heard people flash phones to other services.
i found out it means to use a phone on another
company.im planning on getting a verizon phone
(samsung rogue) and have it flash to boost
mobile.i think both are CDMA.so is it possible?

also would i get unlimited talk/txt/web
from the boost mobile plan?
