How do you fix tail lights, head lights, and dash board lights in a Mazda 626?

There should be several fuses; one for the headlights, one for the tails, and one for the dash...did this just happen or a car you bought like this ?? Maybe even wiring - difficult to diagnose online
 
My tail lights, head lights, and dash board lights are not working. I changed the fuse and the bulbs but stil no lights.
