how do you fix car subaru that is starting strangely?

I have a Subaru Legacy Outback, 1999. It has trouble starting, in the beginning of the day or sometimes at night if it has not been driven all day, I will turn the key to start it and the car will simply click and then nothing at all. I continue to turn the key and the ignition, same result until evantually it will start to make the starting noise, then it will either start or die out and start on the next one or two turns of the ignition. This is random, sometimes it will start right up for 3 weeks in a row, and then sometimes it will be a problem every day. Is there some sort of fluid or something that I need to replace or something loose? If anyone knows, thank you!!!
