How do you fix a bike tire that is "warped"?

I would deflate the tire , and see if the rubber is properly seated on the rim . If its not , you need to remove one side of the tire from the rim, check that the tube is not twisted and then reseat the tire on the rim.

Not a hard job if you are careful and have the proper tools.
 
It's not the rim it's just the tire. I don't even know how that works out but it is. I was doing 180s and I landed on the tire side was so it like twisted. But it's not the rim. The rim is still fine. Its like one part of the TIRE (the rubber part) is over to one side more than the other parts of the tire. How do I fix it? Do I have to take off the tire then take the tube out or something?
I just deflated it and kind of squeezed it and moved it around without taking it out and it seemed a little better so I pumped it back up and its better for the most part but there is stilla VERY small bubble. This will work until I can bring it to the bike shop.
