How do you file with small claims court in New Orleans,LA?

i have an ex who played me and got me out of $400 and a cell phone. I know that I was being stupid but who hasn;t at some point. Anyway I have a paper that he signed promising me that he would pay but I never got the money. I just need to know how do I go about getting my money and cel phone back.
