how do you feel about the militant rhetoric used in political speeches?

there has been a lot of discussion on this topic recently especially due to recent events. of course there does have to be some rhetoric involved in the speeches... otherwise they wouldnt be speeches but is it necessary for them to be so militant and so blood thirsty? and do you think its affecting society and how? and how do you think the discussions should change?
so its ok to say something simply for the sake of riling people up even if it hurts society?
