How do you convert TPL files to PHP?

I just want to create a quick forum site, and I downloaded a template that came in the form of a zip file. When I extracted the zip file, index.htm was empty and all of the other files were *.tpl files. What shall I do?
 
Sounds like you only downloaded some template files for phpbb.
Go to this website and download the whole package.
