how do you change a panasonic 42" flat screen tv from 480i to 720p?

You don't change the resolution of the TV itself, you change the output resolution of whatever is plugged into the TV. If the source has a settings menu, look there to see if you can change the resolution. If not, it might not support higher resolutions.
