How do you break life altering news?

My dad recently found my older sister. She doesn't know that we are related. She doesn't know that her dad, is not really her dad. My father and her mother have been in contact, but her mom is too scared to tell her the truth. She is in her 40's, we both are...we are adults is what I'm trying to say, which I feel makes it harder to explain. I don't have a lot of family and after being a bit of a snoop feel we would really get along and would love to get to know her, but is it my place? How would I even begin? Is there a way to see if she would want to know with out actually telling her?
 
a few months ago i found out that i had a half brother who had actually been searching for me for some time before her found me and all he had to do was tell me and i was happy to take and make him a part of my life.. so i think that you should tell her what is the worst thing that could happen she wouldn't want to have anything to do with you but at least she would know the truth which i think would be a great thing in it's self
