Infrared is related to bluetooth since they are both capable of transferring data from cellphones.
Only that, when it comes to using infrared you have to place your infrared port BESIDE the other cellphone's own port because that will serve as the signal of connection.
But before this, you just have to turn on your infrared (its built in cellphones nowadays) and turn on the other cellphone where you would receive or send ringtones etc. Once the tro cellphones are juxtaposed, a notice will appear on both cellphones whether you can connect to each other or not.
But please take note of the cellphones' unit and model. Make sure that they are compatible with each other so the format or type of file to be transferred could be recognized by the other mobile phone.
