How do you apply for a postgraduate scholarship?

I probably won't get one but hey! there's no harm in trying for one right?

Questions:
1) What usually gets people a scholarship (financial circumstances, top scores etc.)?
2) Can i apply for one now - I'll be in my final year of highschool next year.
3) Do they HAVE to see my final year 12 result?
