How do you actually deliver a caseline in a debate?

Also, what would be a good caseline for 'Australia is not doing enough to combat cyberbullying."

And what I mean by 'how to deliver' is like, do you just say it as a strong sentence, or do you say 'our caseline is ......" ? I'm the first negative speaker..
