How do they find out how many people tuned in to a television event?

How do they find out how many people tuned in to a television event?
For example... (not what they said) ... but "For the last episode of Friends.. 27 million people tuned in." OR .."9 million more people tuned in to see the season finale of Seinfield than The Simpsons this year" ... how do they find out if you A: watched the event to begin with, B: even started watching or saw part of the event, and C: just had the channel running on it.. just to be running on it..???

IS IT POSSIBLE... Im assuming youd have to use polls and certain feedback but.. I know 8 million people dont really do a poll that theyve watch an event a few days ago... IDK
