Anthony Sowell, the offender you're referring to, served 15 years for Attempted Rape. I don't know why it was attempted, rather than rape, but that's what it was determined to be when he was convicted in 1990. According to the Plain Dealer's review of some of his prison records, he requested sex offender classes while there, but didn't get them. So what's wrong with the prison system that they denied his parole but didn't get him the treatment? He updated his address with the Cuyahoga County Sheriff's Office every 90 days as required. Why didn't the Cleveland Police Dept. tell the Sheriff's Dept. that they investigated him for other rapes (including the choking with extension cords) and attempted rapes?
I can see why he was released from prison - he served the maximum of the 5 to 15 years he was sentenced. Murderers get out in less time than that and aren't on a registry. But why didn't the city, both law enforcement and health dept. and lots of others react to the odors in the area? It probably would have saved quite a few lives. I've only heard of one identified victim so far and she was reported missing last November but the odors go back at least 2 years if not back to about when he was first released in 2005.
This is a sick situation. I can't help but follow what's happening because I live in Cuyahoga County where it's all happening.
