How do the synchronized flashing lights at roadworks work?

In roadworks in the UK there are often lines of cone-mounted orange lights which flash in a synchronized manner creating a "running line" effect where the pulse of light travels down the road. The individual lights do not appear to be connected to each other.

Does anyone know how they work?
