How do the NFL tv schedule work?

Ok today here in Minnesota the Vikings were playing the Bengals. The game aired on cbs at noon. there was no game on fox at noon. There are games on both fox and cbs for the 3 o'clock game. Why would fox not air a game at noon? The Packers-Bears were playing at noon. Why not air that game.
 
It's in their contract when how many games per day they can air. Of course they'd want to air double headers every week (AND SHOULD!) but they are not allowed so they always air the regional game first priority... CBS and Fox rotate their double headers.
