How do Judges for beauty pageants choose which participant should win the competition?

the title says it all. I'm writing an essay on the differences of Guatemala and the U.S and how the judges are deciding which participant should win. Do they choose on aptitudes? attitudes? actual beauty? HELP PLEASE :)
