how do it get my ford transit fan blower to work on speeds 1 & 2?

I have a couple of problems with the blower controls in My ford transit (2001)
- It only works on speed 3
- it only works on the setting that blows into your face

how do i fix both these so that i can control my blower properly.

To fix the fan blower control do i need to remove the dashboard in which case how, or is it accessible and if so where?
