How Do I write a Letter to Ford motor company and make sure they receive and read it?

I took my car into a ford dealership due to "engine" noise. it's under warranty and they won't fix it unless I cough up $1,400 because my warranty covers only transmission and "ENGINE"... so why won't they fix it, I don't know why.
The noise comes when i press the throttle. its a ticking noise, it makes my car sound like a lawn mower or a gas powered golf cart. The guy did not want to look at it because he said he was busy. The problem is when you turn on the car it doesn't make the noise, it's only when you're driving and accelerating. so he said he didn't have time to get into the car with me and listen to it. I have the supervisor information though so will be emailing him.

With a company thats falling apart, you would think that they would provide better service. The people in every FORD location i've been to were rude and unhelpful.

bring it to another Ford dealer. Sounds to me like you have a powertrain warranty, and the item causing trouble isn't covered. If you don't believe the 1st dealer, try another. if you get the same story, then you know the 1st dealer was truthful. Bringing it to the dealer that sold it to you is always best... if you drove 300 mile "for a better deal" then good for you, you deserve to have to drive that 300 miles for good service. Always shop local and get looked after

Send a certified letter with a return receipt. The return receipt acknowledges that the company recieved the letter and the person who's signature is on the receipt signed for it.

Don't stop at just a letter though, call the company and demand to speak to a supervisor.

talk to the general manger. explain to him the situation, and if he still doesnt comply, threaten to take legal action. if that doesnt work, then take legal action. also, if it is covered by warrenty, then they have to fix it. a lot of ford dealers are hard pressed for money right now, and they will try to get money out of you as often as they can.
