How do I work my bluetooth?

Hey guys (:
I have a Samsung Highlight, and I want to download some FREE ringtones on my phone.
Whenever I put the USB thing or Bluetooth (I'm not sure which?) It says it cannot find it and if I want it to search again.
So can somebody please tell me the directions to using a bluetooth?
