how do i use windows live psp messenger?

like the title says how do i use it without using e-buddy i want to use the proper windows live psp messenger there is a site to it but i forgot what it is. I know where the file goes it goes in "COMMON" but idk what site 2 go on.

My firmware is 3.95 if thats not the right firmware can you please give me a downgrader to the right firmware
