How do I use downloaded images? I'm an amateur!?

Ok. I'm a complete computer amateur. I have downloaded some free images though now I have no idea how to see or use them. When I try and open the file (it's a PS file whatever that means) it doesn't work. I've tried opening it with several different programs. Can someone please give me a quick explanation of how to use free downloaded images from sites like deviantart.com to use them in a program like photoshop or paint?
 
When you see an image on the web, right click that image and choose to save as .jpeg file or .png file.

For example:

Right click yahoo! answers banner
Save Image as
Name the file "Image"

and at the end of the file name type .jpeg or .png
