How do I upload a picture from Flicker to my 360, I cannot change my avatar?

I have a picture on Flicker that I want to be part of my four pictures on my 360 but I cannot figure out how to upload it. I have it saved on my computer also but when I hit browse and the file name is in the box and I hit save, nothing changes. I am very frustrated, please help.
