How do I unlock the iphone 3gs so it will work with Rogers in Canada?

I just got a new iphone 3gs from the states.. and the only thing it lets me do is make emergency calls when i put my and won't let me do anything else ..I tried to jailbreak it but it still wouldn't let me do anything but make emergency calls. What do i do? How do i unlock it?
