How do I unlock all the good side quests on Infamous?

Ok, so I've finished the game. I've gotten to the point where there is no yellow spots what so ever in the game. However, I got to my skills for overload burst, and it says I only have 14 out of the 15 good quests complete. How do I unlock the final side mission?
