how do I unlock a Alltel iPhone 4s?

I purchased an iPhone 4s from a private party, it is an Alltel iPhone Model number MD236LL/A. It is locked to Alltel. The IMEI is clean, I contacted Alltel several times, they cannot unlock, saying that thay are not able to.
