How do I turn the bluetooth on on my laptop?

I have a Dell laptop, the label says Latitude E5400? Next to the battery, and WiFi light, theres a bluetooth symbol, but it isn't lit up like the others. I wanted to use my bluetooth on my phone to transfer pictures, but I can't figure out how to turn on the bluetooth on my laptop...can you help? I can't find bluetooth anywhere on my laptop, and there is no external switch, I have checked. Help would be much appreciated.
