How do I turn one color into another using MS Paint or Paint.Net?

I have a black-and-white (not greyscale--truly just black and white) image using just text, but I'd like to change the two tones into colors. The "fill" tool doesn't work well, because the letters each have their own enclosed spaces, and I'd have to fill each and every one of them. Can anyone tell me how to do this, preferably with MS Paint or Paint.Net?
