How do i turn on my adobe flash player?

I used to be able to get on to youtube just fine and watch videos then all the sudden, one day it sayed i needed to install it or turn it on, i followed the instructions online of turning it on, but once again it says its not turned on, and YES i do have it installed. please and thank you
