how do i turn on javascript and adobe flash player?

okay so everytime i go to watch a video on youtube, it comes up with

'Hello, you either have JavaScript turned off or an old version of Adobe's Flash Player. Get the latest Flash player. '

ive downloaded for javascript and adobe flash players
im using internet explorer 8 or something on my pc
does anyone know how to turn the flash player in settings or just how to fix this?
