How do I train/discipline a rescue dog who has apparently been abused?

My wife and I are fostering a rescue dog who was apparently severely abused. He has been with us for a couple of months now and he still won't get within arms reach of us (even for a treat as good as a hot dog wiener). Originally he would run and hide under the porch anytime we even came into the yard and reaching toward him or even speaking directly to him will still cause him to go hide.

Up until now he has been a very good, very playful with our 2 dogs and always wanting to be included in everything they are, like joining us all for walks (as long as we pretend to ignore him he loves to be around us).

But now he is starting to get aggressive towards our dogs, fights over treats are the norm and we have even found some bite wounds on one of our dogs. So I guess the question really boils down to what can I do that won't make him more afraid of humans, but also help them get along until he finds a permanent home?
