How do I train a Dachshund from Marking its territory?

We got a 2 year old male fully intact for Christmas. I was told he is house broken, but he has been peeing on my stuff. I have a 4 1/2 year old female chocolate lab that I have had since she was 6mos. I had to potty train her, now she would never ever ever would dream of conducting her business inside. How do I train this "house broken" little wiener? I am not sure if he is just doing this because of stress of a big move and a new home. He is very little and I want to make sure I handle this situation correctly and positively so we can keep this little pisser in our family :) he is very precious, but I can't handle the bad habit. I have caught him 3 times, and I have scolded him in a way I thought would work, a no no a little butt swat and outside time. Keep in mind it was really windy and cold last night in Montana, so not too long but he still came in and when he thought I wasn't looking did it again. What do I do?
I would like to add that I do know that there is a difference between marking and potty training. I have not had to ever experience this before, that is why I am asking questions. I am trying to find a way to stop the marking not teach him to go outside to do his business. I am aware it is going to take time and patients and he should rarely find himself home alone, so it is not a time thing. I had my original ideas to keep him leashed to me, or in a kennel, I just was looking for other options. I really appreciate all the positive information that you can share with me. And for the record the swats wouldn't have killed a fly so its not like I beat the little animal. But a stern no, a little swat and outside time worked with the lab, so that is all I had to go off of.
