When she's holding him, say to her lightly and in a joking voice, "Sis you better put him on the floor before he gets used to being held all the time, I know I'm not planning to hold him until he's 6 years old!" And then laugh. This doesn't have to be a serious issue. Take a light manner with it so you don't offend her, and keep doing it until she gets the message. Chances are she'll stop holding him constantly here in a bit anyway, it might just be a new thing for her to be living with a baby right now and she's so excited she wants to hold him constantly. Your boy won't tolerate that much here soon either, kids reach a point where they want to be exploring on the floor and not being held.

Well my brother in law and his new wife just move in with us. And all she wants to do is have my 10month old son in her arms, that bothers me cuz he is going to get used to the arms. And at the end of the day am going to be the one that has to deal with him wanting to be in the arms. What should i do??

be honest with her that you feel uncomfortable with how much she is monopolizing your son. Tell her he is your son and if she wants to be close to her nephew that is great but he needs his mommy time and down time also.
