how do I take the smell of treated army materials?

I just recently bought mosquito netting that has some type of leather material on the edges to hold it down. It has been treated with something that smells horrible however. I have tried soaking it in white vinegar and washing it with baking soda and it still smells, Any ideas how to get rid of this smell
