How do i take/edit a photo with this effect???? PLZ HELP?

I am absolutely mesmerized by this photo n i relly wanna knw how to get that effect...specific colours and the background is so bright but the person in front is dark with light white shades on the side of him how do you get this effect???any special software or cemara effects???...can any one help me???...plz click on the link below to voew the picture...i would really appreciate it thx!!!...
