How do I start something original for students, adults, etc.?

I really am interested in starting some organization or movement for everyone and without any sort of discrimination. An example is that of a recycling unit. But I want to start something for the spread of respect, love, etc.
Where do I have to go to start something like this and how do I make it popular? School principal? Mayor??
