How do I spray paint/put an image or logo into a wall in TF2?

If you play TF2 for the PC you have probably seen it. How do some people spray paint or put images and stuff on the walls.. do I need to install some app to do that?

Thanks, but It says "Image file corrupted" to all my images. Does it have to be a specific file?
