how do i set up video chat using aim?

i have a web cam in my laptop (pc), so i dont need to connect a camera or anything. i just dont understand how to even set a video chat up. i just downloaded aim, so i have no contacts or buddies yet. does that matter? theres all these buttons for chatting, radio, youtube stuff, etc. but i dont see anything about using the web cam...
